China Buys and Builds Russian Hydroelectric Plants in Siberia

In a short time, equipment upgrades, and work will begin on new hydropower plants in the Siberian Amur and Khabarovsk regions on the Russian Chinese border.

As Russian investors and the Russian state itself do not invest in these areas, Russian local actors have called for investments in all directions, wherever they come from, to ensure the energy supply in the area between Lake Baikal and the Amur River.

These new power stations will be built along the Amur Basin and the tributaries of the Zeya and Shilka, to protect the Far East from flooding and to develop its energy system. In addition, the entire Bam railway section (Baikal-Amur-Mainline) will be supplied with electricity.

The areas of Ostre-Bajkal, Khabarovsk, Birobizan have been in a state of emergency due to floods since the end of July. Heavy rains always cause the Amur and Zeya rivers to overflow, flooding the surrounding areas. The damages caused every year by the intense weather phenomena around the river Amour reach the amount of €70m.

The old power plants in Khabarovsk and Amur will be upgraded by China Three Gorges Corporation (Ctgc), and the two new power plants will also be built by the same company at a cost of €2.7 billion where Ctgc will have the majority package.
