Donald Trump’s Peace Council released on July 31, 2026 the agreement reached to implement the second phase of the Gaza ceasefire plan, which mainly provides for the disarmament of Hamas and the gradual withdrawal of Israeli forces from Palestinian territory.
Hamas announced that it had accepted this agreement, a 15-point “road map”. Israel has not officially responded, but far-right Minister Itamar Ben-Gvir described it as “unacceptable”.
The main points of the plan are as follows:
1. Both Israel and Hamas will stop their military operations.
2. The timetable and mechanisms for implementing the roadmap will be determined within 14 days – a period that can be extended – after the plan is approved by all sides.
3. The National Committee for the Administration of Gaza (NCAG, a Palestinian technocratic body), will enter the Gaza Strip and assume its duties.
4. The transition from one phase to the next will depend on the implementation of the commitments of the previous phase.
5. The implementation of the plan will be supervised by an International Verification Commission (IVC), which will also monitor any violations of the agreement by either side.
6. The Gaza Strip will be governed on the basis of the principle of “one authority, one law, one weapon.” The NCAG will operate on the basis of Palestinian laws and international standards.
7. The police officers to be trained will be integrated into existing police units, after all personnel of this service have been thoroughly vetted. Those who are excluded will be offered other positions in the public sector. All police weapons will be placed under the responsibility of the NCAG.
8. A process of disarming Hamas and storing its heavy weapons will begin, and military production facilities, weapons depots and tunnels will be dismantled.
9. This process will be implemented gradually by NCAG, based on the agreed timetable.
10. This process is linked to the gradual withdrawal of Israeli forces from the areas they still control in Gaza, as well as the disbandment of armed organizations.
11. No weapons will be given to Israel or to non-Palestinian organizations.
12. Once the process is complete, only the NCAG will be able to possess, store or control weapons in Gaza.
13. A “social peace” agreement will be signed to end intra-Palestinian confrontations, avoiding reprisals, displays of force or armed demonstrations.
14. The interim International Stabilization Force (ISF) will be deployed in the Gaza Strip to separate Israeli forces from the areas controlled by the NCAG.
15. The ISF will monitor the ceasefire, train the Palestinian police, guarantee the protection and transport of humanitarian aid and food to the Gaza Strip, and support the NCAG. The ISF will not have police duties, nor any mission towards Palestinian society.
It is unknown what stance Israel will take.
