Disputes regarding the constitutional basis, which form the basis for the upcoming elections and the achievement of political stability as well as the Arab role, are the threefold point of reference in the Libyan scene.
The recent decision of the House of Representatives regarding the appointment of dominant positions as a key to achieving the equalization of the union institutions, is one of the pillars of stability and unity in Libya. The Arab role in supporting the solution in Libya has already created a dependency on major Arab countries such as Egypt and Saudi Arabia.
Meanwhile, there is always the risk of negative international interventions that prevent any agreement between the Libyan parties.
The Constitutional Rule
Libyans in Cairo reached several consensuses on the constitutional basis for the elections, but there is still disagreement on two points involving dual nationals and the army’s candidacy. There are proposals by MPs in the Council to send the disputed articles that were not agreed to a referendum among Libyans, or to leave the issue open without restrictions, or to return to meetings in Cairo, Geneva with the aim of reaching a final solution.

The problem being deleted is that there is no justice in the distribution of seats in Libya, which historically consists of three regions. In this way, it is not possible for two conflicting regions to hold positions while leaving the affected region without even offering solutions.
It is of utmost necessity that one of the people of Fezzan region should preside over the dominant positions representing the state, given that in the conflict between East and West, Fezzan region is not a part of it, but only pays the price of the conflict.
Additionally the political agreement and initiative on which the Geneva Accord was built is based on the idea that if the Prime Minister is from the West, then the President of the Presidential Council must be from the East. The delegates are from the south and it is the same initiative adopted by Chancellor Aqila Saleh before the elections failed, and therefore elections must be held to change the body.
In addition, the idea of justice between the three regions is discussed in the negotiations, including the constitutional process, and regarding the deliberate neglect of the south.
Unfortunately, the people in southern Libya are living in miserable living conditions and the electricity has been cut off due to the absence of the people of the south from these institutions and their presence in the decision-making centers relieves the burden of parents and their children.
The disputes regarding the dominant positions that the parties want
Regarding the announcement of the council’s intention to redefine the dominant positions, what is pointed out is that if there is no coordination with the various parties, any change will be a hole in the water, while their redelineation should be done in accordance with previous agreements in Skirat and Geneva.
There is a need to register the individual position in case of failure to reach a binding agreement on the naming of these positions, otherwise the previous experience of the board when it changed the governor of the Central Bank and still could not perform its duties will be repeated.

The institutions should be consolidated, one of the contestants should be named for positions and the other appointed as his deputy or in another position, until a reconciliation between the parties is reached.
The Arab role
In this whole process, the existence of Arab and Libyan dependence on the major Arab countries, which try as much as possible to reduce tension and support part of the important meetings leading to stability in some Arab countries, is absolutely evident.
It is not possible to fully rely on the Arab work system without the effectiveness of these influential countries, pointing out that the Libyans rely on the Egyptian role, which managed to dissolve a large part of the Libyan crisis and achieved multiple political, military and economic routes.
The hope of the Libyans is that they will continue this effort and that they will reach a great consensus with the efforts of the Egyptian state.
