Taking a brief look at European history, we will find that historically the coasts of the European Mediterranean have been receiving the pressures of Arab Muslim populations. These pressures on the Christian populations that lived on the shores of the European Mediterranean-pressures that was then taking the form of warfare among Christian populations and Arab-Muslims and especially during the Islamic rise period-they concentrated on three geographical points in the Mediterranean Sea:
1) In the conquest of Constantinople-Eastern Roman (Byzantine) Empire and the first pillar of Christianity- (Southeastern Europe, and today European Turkey) and the coastlines of today’s Greece.

It is forbidden by the law of intellectual property in any way unlawful use/appropriation of the present article. There will be severe civil and criminal sanctions for the offender.
2) In Lower-South Italy and Sicily, which was the other pillar of Christianity and has the same importance as Constantinople (Istanbul) for Europe (it was conquered by the Arab-Muslims shortly after the conquest of Spain).
3) In Spain-Gibraltar conquered by the Arab-Muslims (716) A.C.
For history I must mention that the Arab repulsion from the Mediterranean Sea and mainly from the Mediterranean coasts was achieved through the Normans and crusades.
All these above geographical points of the European Mediterranean that I highlight are the current gateways of the European Mediterranean to which migratory flows from Africa and Asia are heading to Europe.
The proper long-term strategy for solving the migration problem permanently
The integration of the countries of Eastern Europe and especially of the countries of Wiesbaden into the EU created new data for EU.
Specifically, the European Union (Brussels) and after the integration of the countries of Eastern Europe into the EU, ceased to be interested and to have a long-term plan for both the protection of the Mediterranean & Southern EU and the geopolitical area of the Balkans.
The long-term strategy of the Eurozone/EU will must be consisted of the prosperity of the Arab countries and more, generally, the prosperity of those countries that have coastlines in the Mediterranean Sea and belong to both the African continent and the Middle East.
These countries will be the shield for the restraint and absorption of the any migrant flows from the Sub-Saharan Africa and Asia.
To achieve this long-term goal, some short-term steps will must be taken (at initial stage) for the achievement of this goal. Analytically,
• The Eurozone/EU will must push:
Step 1: To end the war in Libya, even if that means that the Eurozone/EU, as a last resort, will must send its troops to help the official Libyan government and stop the war.
If the war is halted in Libya, Libya, as a new country to “digest” in a state the different factions and races that make it up (it is not needed to impose a dictator), it should be transformed into a federal state with states and always in the standards of the constitution of USA or Germany after the WWII or Switzerland etc. This new constitution, combined with the principles, the beliefs and tradition of the Libyan people, will lead to a long peace in that country.
This is the first step that should be accomplished to implement successfully all the rest.
Step 2: To end the war in Syria with aim to start a gradual return of the Syrian war refugees to their country.
With the achievements of the above steps, the increase of the financial and investment flows to these countries due to their rebuilding from the scratch will be great and should be achieved in three ways:
i) Through external borrowing (through capital markets).
ii) Through transnational agreements.
iii) Through new immigration flow to these countries.
In the present article I will deal with the third way (through the new immigration flow to these countries- (the total of the Arab countries)). These countries (Libya, Syria) and generally all the Arab countries to become more and more competitive in the world, they will must attract more, and greater immigrants flows to their countries.
But immigrants flows of citizens who born, grew, raised and educated in the countries of the West. They will must attract citizens who present at the same time the three characteristics below:
1) They acquired their education in Western countries,
2) They have work experience and culture in Western countries,
3) They follow and believe in Islam.
These communities of employers and employees who follow and believe in Muslim religion and present the above three characteristics (1,2,3) they could “graze” with their culture the following fields (education, working culture, sciences etc.) of the society of the Arab countries, giving them a new renewal in the sectors like the economy, work education, modern sciences, civilization, arts etc.
With this project this new migratory flow from the countries of the West to the Arab countries will renew and pull ahead and always towards the best the mentality of the other citizens who born and grew up in the Arab countries.
In such case, as the above plan will apply, the total of Arab countries and not only Libya and Syria, will become as the USA (United States of America) of 18th and 19th century, in terms of their Constitutions and the structure of their societies.
The society of USA in 18th and 19th century correspondingly but also in the mid of 20th century “grazed” in all the fields of their societies, like the sciences, the culture and technology. These migratory flows originated mainly from citizens of European countries and from citizens of British Commonwealth.
The people of these migratory flows their clear majority followed and believed as much the Cristian religion as the Tectonic doctrine but also the Hebrew religion. And given that the Hebrew religion is the Law on which was built the love, the mercy and the compassion which characterize the teaching of Jesus Christ and of course the Christian religion.
These migratory flows brought for centuries refresh air in USA, which was appeared during the 20th and 21th century equally.
For the achievement of this long-term goal will have to be made some arrangements as much from the Western countries as from the Arab countries.
1) For the countries of West (EU, USA, UK etc.)
The countries of West will have to fund with a respectable amount every citizen of their country who will fulfill the above three (3) criteria which I mention in former paragraph. This funding amount will be at a such level that will allow in each of these citizens to build or to buy a house in an Arab country which he will choose to migrate permanently and given that this citizen has no assets.
If this citizen disposes assets in the country of West in which he already lives permanently, he can sell/liquidate his assets. In this case, then he will receive an additional respectable funding amount but less than the total amount of funding that he would receive if he had no assets at all.
With this funding which is highly targeted for each citizen who follows the Muslim religion and lives in the countries of West, the West countries give a second chance to all these people for a new beginning in their lives in a country that follows as main religion their own personal religious beliefs.
The companies of the Western countries in cooperation with the companies which are in Arab countries will cooperate to create new infrastructures for this new migration flow.
These citizens of western countries who will choose to migrate permanently in the Arab countries and meet the above three criteria, will continue to retain their rights as citizens of their former countries for seven (7) continuing years commencing from the date of their new installation.
2) The Arab countries, for the smooth transition and relocation of these citizens will have to:
vote and implement new reforms in their own society and specifically in such areas:
a) economy,
b) legal and business framework,
c) labor framework,
d) social solidarity,
f) cultural,
g) urban planning and spatial planning etc.
• Disadvantages of this strategy
If the total number of Muslim citizens who lives permanently in West countries and choose to migrate permanently to Arab countries is small, no significant change will be achieved in the Balance-of-Payments of the Arab countries.
• Advantages of this strategy
1) Since the magnitude of the migration flow from the countries of West to the Arab countries is large, the Balance-of-Payments of the Arab countries will improve steadily over the years.
2) This type of funding is private, highly targeted in personal level, without burdening the external debt of the Arab countries.
3) Gradually, the growth rate of these countries will begin to grow as the size of the migrant flows to these countries will require the creation of new towns, homes, infrastructures, new services etc.
4) In summary I will say that an increased rate of growth of an economy means:
-reduction of the annual unemployment rate.
-decrease of the external public debt of the country.
-rise of the stable tax revenues of the state.
-increase of the annual GDP of the country and the purchasing power of the citizens.
-upsurge of the citizens living standards.
-rise of the annual individual income per citizen.
-growth of the annual trade turnover of merchants.
-creation of new services to the citizens, which means arrival and relocation of big foreign companies in these countries.
5) Social and cultural renewal of these countries, as people who speak different languages and live in western countries and meet the above three criteria, after their relocation will graze with their cultures, in every sector of the society and economy, these societies.
6) As the fiscal and macroeconomic data of these Arab countries are improved, the governments of these countries will be able to raise capitals. This could take place either through transnational agreements or through capital markets and next to use these capitals for the creation of new infrastructures (like, motorways, ports, airports, railway network etc.).
What the EU and more generally, the Western culture countries gain from the implementation of this strategy
1) They give the opportunity to their citizens who did not join as these countries would like in their societies to have a second chance in life.
2) Participation of the companies of their countries in large infrastructure projects that will be done in the Arab countries.
3) Creating a surplus in housing, creating new jobs and reducing the unemployment in their societies/countries.
4) Given that the average rate of the living and purchasing level equally of Arab countries will increase, new markets will be created to absorb the products of the companies of western countries in these markets.
The whole endeavor will must be done with respect for human dignity where the house to be purchased is first build and next will take place the relocation of the citizens to their new country.
The residencies to be built or to be purchased based on the demand and supply forces of the local housing market, they will be signed by contracts whose purchase cost will be funded by the above targeted funding per citizen. The targeted funding per citizen will not be a loan.
The transnational agreements between the western countries (EU, USA etc.) and the Arab countries which the citizens of the western countries will choose to stay permanently, they will must become with respect to each country and its corresponding culture and not as a colonial-style agreement.
The full application of this plan and as I described it in the above paragraphs could be create a new world political movement, i.e. the “Industrialized Islam”.
This “Industrialized Islam”-political movement, will have the target to lay the foundations so that all of these countries’ populations to enter in a way to a global division of labor.
A global division of labor that will enable all the populations of these countries to integrate into the global production. In this way they will be able to offer the maximum to themselves and to their societies as well as to the world economy.
Other long-term measures for implementation to reduce migratory flows
Then will have to be done:
1) Investments in Sub-Saharan African countries.
2) Strict birth control in the Sub-Saharan African Countries.
3) The full integration of girls into education.
4) Pressure to implement social, economic and political reforms in the governments of the Sub-Saharan African countries.
For example, Land distribution to poor families, so they can acquire property rights on land to cultivate for themselves.
The international organizations together with the authorities of these countries will must indicate to the farmers of these countries the crops that are considering the environment in which they will become to cultivate.
These crops will must have an export character. The governments of these countries (at initial stage) will have to subsidize a high price for these agricultural products.
5) Long-term development planning for these countries to continue to welcome new investments.
