The Solutions to the Migration Problem for the EU-Part I

All the solutions to the migratory problem proposed in this study are based on two main irreversible axioms: Every person has the right to search-in the whole planet-a better future and a better life as much for himself as for his family. Every society and in extension every state/country has the right to decide if wants to accept or not in its territory immigrants from another country.

In our quest to define the immigration problem, we can say that the immigration problem is the systematically illegal entry of many immigrants into one country. In the following study/analysis, I will try to outline the methods that can be used to solve this problem.

The causes of the problem

In recent years, the planet has been experiencing an ever-increasing human flow that moves from the poor countries to the rich countries of the West and not just to them.

The reasons for this large move of populations are varied e.g.

1) The ever-changing climate change to the worst that causes water scarcity making large land uncultivated, lack of drinking water, drought etc.

2) Economic and livelihood reasons (poor economies and societies that can not feed their populations force a large proportion of the population to seek a better future in other richer countries).

3) The steady increase in the number of births in the poor countries.

4) The political instability and the establishment of authoritarian regimes in political power that in excellent cooperation with the economic and political elite of each country, they make the most of their country’s wealth-producing sources and always to their benefit, by reducing continuously the available disposable income for the large percentage of the population and pouring it.

5) Violent disputes and long-lasting wars that cause, among others, food crises.

6) The overwhelming prevalence of western culture as a way of life all over the world (it is good). This is achieved through the media, the entertainment industry and the internet. The superiority of the western way of life (Western culture) is based mainly on:

6a) the constitutional governance of the prefectures and not of the people which as a result they give,
i) The political freedoms and the freedom of expression
ii) The respect for human rights
iii) The meritocracy as a major component of Western societies

6b) The meritocracy in turn gives opportunities for creation and development on the social scale etc. instigating people to want to live in the most prosperous countries of western culture.

In this article, we will examine the immigration problem as to the EU (European Union) and through the proposed solutions that will be given, the reader will be able to adjust these solutions to other countries, while next will be examined the immigration problem with the USA (United States of America) and how the solutions I will propose will be able to help the development of these countries.

The developments launched in the societies of Libya and Tunisia in 2011 (Arab Spring) and expanded to most of the Arab societies, arriving up to Syria where these developments have caused a merciless civil war that has not stopped until mid-2018.

These developments fed from the fuzzy foreign policy of the Eurozone/EU and USA and created the bases for the continual increasing in size human flow which is directed from both north seashores of Africa and the Middle East but also from Turkey to the south and southeast of Eurozone/EU with destination the central and north EU.

This fact makes it imperative the implementation and other more drastic solutions beyond the solutions to limit immigration which are achieved through the Eurozone/EU agreements with its neighboring countries. A better understanding of these proposed solutions can be achieved through simple examples. For this reason, we will examine the main two cases which feed the immigration flows.

Case 1: The economic migrants and their EU entry process

Let assume that we have a country of South Asia, where a percentage of population, due economic/financial and livelihood difficulties searches a better future for themselves and their families to the Eurozone/EU.

In this case, the Eurozone/EU in order to control fully the size of the immigration flow from the specific country but from other countries in general, the European Union will must come in agreement with the authorities of the specific country in our example (some arrangements will also be needed to take place through UN (United Nations) but for them I will refer later).

Any citizen of this country (in our example a country which is in South Asia) wishing to move to the Eurozone/EU will must first and foremost be applied in one and single embassy of the Eurozone/EU which will be in this country.

This of course, in order to be successful, presupposes that all the embassies of the Eurozone/EU member-countries will must be co-located in a single building (block). This type of organization of all the embassies of the member-countries of Eurozone/EU in a single building (single embassy) will lead initially,

1. To the co-operation and co-ordination of all the diplomatic authorities of the Eurozone/EU member-countries.

2. To the better implementation of the one and common Eurozone/EU foreign policy without differentiations.

3. To the future unification of all the diplomats of the member-countries of the Eurozone-initially and next EU-in a common and unique diplomatic corps of the Eurozone/EU that will defend the interests and integrity of the Eurozone/EU borders but also the prosperity of its peoples.

This embassy model, i.e. in one building(block) to congest all the embassies of all the member-countries of Eurozone/EU, will must apply to all countries which are outside the Eurozone/EU.

The military personnel of each Eurozone/EU member-country who will serve in each Eurozone/EU member-country embassy and will congest with all the other Eurozone/EU member-countries embassies in the one and only building (block) embassy, they will have to be uniformly dressed (about their working military forms will must be the same for all) and bring on their working military forms only the flag of the European Union.

In this way, the Eurozone/EU citizen will know that wherever he is in the world, he will know where is located the unique embassy of his one and only country to ask for help independently in which Eurozone/EU member-country lives as permanent citizen.

4. In addition, the Eurozone/EU will be able to issue a single passport for all its citizens with its insignia and flag, and only within the passport will be referred to the Eurozone/EU member-country from which every citizen comes. Automatically will be dismantled any distinct national passports dispose the Eurozone/EU member-countries.

The homogeneity and unification of the Eurozone/EU member-countries should start from abroad.

For each Eurozone/EU member-country there will must be a migration application form in its language which will must be filled in by any interested citizen who wants to emigrate from his country, to our example from the country of South Asia, to the Eurozone/EU. 

This migration application form will be the same for all Eurozone/EU member-countries and will change only the language in which it is written. By completing this form, the candidate for migration (and his family) will must meet the following criteria:

A) To know to a satisfactory degree the language of the Eurozone/EU member-country to which he would like to move, so never to experience communication and adjustment problems.

B) To know very well the basic provisions of the European Constitution (i.e. human rights, rights to freedom of expression etc.) and of the Constitution of the member-country that wants to migrate (this knowledge will make it easier for him to adjust to the society that wants to join).

C) Because of the terrorism and because this is appeared globally to use as alibi a particular religion (Islam) and given that a very large percentage of Muslim people cannot integrate smoothly in Eurozone/EU societies, with result to radicalize to the extreme fundamentalism, each Eurozone/EU member-country but also the total of the Eurozone/EU member-countries will must have the right to ask as much from the candidate as from his family who altogether are candidates for immigration to follow and take on another religion.

That religion probably will be one of the main if not the main religion of the Eurozone/EU member country which they want as immigration candidates to move (these people who will be applied to emigrate will must be take on and know well the doctrine, e.g. when it comes to Christian religion).

This criterion can be removed, if the terrorism stops using as alibi and inspiration for its deceptive acts specific or specifics religions.  

All these criteria will must be examined in terms of the degree of knowledge that will have the candidates for migration. In other words, it is necessary to give exams every year in the specific country (in our example the specific country of South Asia).

The applicant and generally all the applicants (adults) will have the right to give exams each year for three consecutive years, keeping from these exams the highest score. These examinations will have to be conducted simultaneously in all countries of the world on the same day and hour in order to be fair.

After three consecutive years of examination and holding the highest score from them, the applicant and generally the applicants who get the higher score on these criteria relative to the lowest score limit on them, the successful applicants and their families will be able to obtain an immigration permit to the Eurozone/EU member-country that has passed the examinations from the one and only embassy of the Eurozone/EU which is in their country.

Some people will rush to characterize the above measures-criteria such as what I propose criterion three (C) as a racist on expense of one religion. I want to make it clear that no one has the right to use any religion as alibi and using it to justify the any of his deceptive actions which they consist in the removing human life.

As to the Islam, personally I believe that is a peaceful religion as all the other religions of the world-if its content and its doctrine was not peaceful it could not be described as a religion-no matter if some people use this religion as an alibi to kill innocent people of other countries but also their offenders who follow the same doctrine and religion

The Eurozone/EU by implementing a such measure-criterion as the criterion three (3) above, then the same citizens who follow and believe specific religion and live in Muslim countries will have to push so that to stop the use of the specific religion as alibi from the terrorists.

It is not possible Eurozone/EU citizens and generally citizens of western countries but also citizens of Muslim countries to be killed from terrorists who use as alibi for their actions the specific religion and on the other hand the citizens of Muslim countries do not participate in fact in the loss and elimination of this phenomenon.

Today only the state mechanisms of the Muslim countries actively participate in the fight against terrorism. The societies living in Muslim countries need to understand that combating terrorism is a common struggle of all the citizens of the world and not only of the Muslim societies who live in the western world who up to a point can feel the fear of vengeance from the rest of the citizens who live also in the western societies/countries in which they live.

What do economic immigrants earn and what about the EU does from the implementation of the above-described EU entry procedure?

  • What the economic immigrants are earning from this process?

1. They avoid big inconveniences and dangers that immigrants suffer during the journey of their illegal immigration that can cost them their own lives.

2. They will be able to keep a large part of their savings untouched while a small part of these savings will be given to learning all the above criteria.

3. They will avoid getting involved in illegal and dangerous transactions with slave-dealers, losing not only their entire savings but also many times their own lives.

4. They will achieve their smooth transition into their chosen European society of the chosen EU member-country, by avoiding seeking assistance on arriving on European soil from their co-nationals and coreligionists who have been radicalized, by seeking and finding uninsured labor on the local shadow economy.

At the same time every Eurozone/EU member country will must annually inform the Commission of the number of economic immigrants it can integrate into its society so that the Commission to allocate the appropriate number, announcing at the same time in each country of origin of these immigrants, the numbers of citizens that will accept from each of those countries. These announcements will have to be made at least two months before the above examinations.

  • What does the Eurozone/EU gains by adopting the above proposed entry procedure?

1. It makes it clear and with irreversible manner that only in this way will an economic immigrant be able to enter the Eurozone/EU territory and to be accepted.

2. It checks completely the size of any migratory flow to the Eurozone/EU and can direct perfectly this flow to the appropriate Eurozone/EU member country, depending on the actual needs of its member-countries.

3. It guarantees that the economic immigrant who will enter in the territory of the Eurozone/EU will know the Constitution both chosen Eurozone/EU member-country and the EU.

In addition, he will know the language of the chosen member country and upon his arrival in the Eurozone/EU, the services of Commission in each member-country will be able to immediately assign him, his Social Security Number, directing him to the right job and integrating him smoothly in the chosen society.

4. It makes clear that the immigrant-new citizen will not have to ask for help from his co-nationals and/or coreligionists on the European territory who will direct him to uninsured labor and exploitation, making him sooner or later to radicalize.

5. The fact that only a certain number of economic immigrants will pass in the examinations, means that a great percentage of people who will not achieve the appropriate marks of the grade will remain in their country having also the knowledge not only of a European language but also the Constitution of the EU (European Union).

This alone will make them, together with other co-nationals, to seek in the future greater democratization of their country and respect of the human dignity and rights. The changes that will can be achieved in the countries of the economic immigrants-as to their democratization and respect for human rights -will keep an increasing proportion of the population in their country.

We must not miss out the fact that, when every person can earn his living from his job and his job gives him the right to raise his family, to educate his children and living simultaneously in a society where the justice system gives him the right to protect his property against the various forms of violence which exist in modern societies then no man leaves from his country.

  • The cost of these examinations and who undertakes it

1) The logistical structure and the buildings that will take place these examinations will be provided by the country where a specific percentage of its population will want to migrate.

2) The organization of these tests will be carried out by the one and only embassy of the Eurozone/EU in that country, which organization for each Eurozone/EU member-country will undertake the corresponding diplomatic corps of the member-country that will be in this one and only embassy of Eurozone/EU.

3) The supervision and the integrity of the examinations will be carried out by certified non-governmental organizations (NGO) funded for this purpose by the Eurozone/EU.

4) The exams will must be done using the multiple-choice method and the checking of the script to be done by a computer program to avoid human intervention in any way, reducing further the cost.

  • Other arrangements the Eurozone/EU will have to make

At the same time, with the above methods that will must agree between the Eurozone/EU and the countries in abroad, as it concerns their economic migrants, the Eurozone/EU will must impose strict and full control at its external borders.

The most migratory flows to Europe come from the Eurozone/EU member-countries like Spain, Italy, Greece and Bulgaria. In recent years they have come from Greece.

Since 2015, when a change of government took place in Greece and the then Greek government (2015-2018), due to ideological and obsessive behavior, tried to impose better negotiating terms as to the financing of Greece through the memoranda, using as negotiating card the migratory flows, it opened wide the sea borders of Greece and, of course, the external borders of Eurozone/EU.

Because of this trivially strategy of the then Greek government, was the Eurozone/EU to block by its decisions and next to close the “Balkan road” by trapping a huge number of immigrants in Greece, on the southeastern borders of Eurozone/EU.

The question that must set up the Commission and by extension the Eurozone/EU on itself is:

“If the governor of the State of Florida or the State of Texas (USA) opens wide the borders of his state without the approval of the Federal Government of USA, following his own independent policy, what consequences he would have?”

The same consequences must be met and the governor of a Eurozone/EU member-country who arbitrarily and due ideological reasons opens the borders of his Eurozone/EU member-country by embracing a self-centered strategy, trapping a huge number of immigrants within the territory of the Eurozone/EU.

Case 2: The migrants due to war-war refugees and their EU entry process

In this case, the situation regarding the degree of citizens’ survival is rising dangerously with geometric progress at their expense, when in their country there is a war and especially civil war. Many people from the warring country will try to escape. Neighboring countries as far as the country in war is concerned will have to bear the burden of housing, care, feeding and later the education and work of these people.

Because none of the countries that welcome war refugees can lift this financial burden, the full cost of financing of all these services (feeding, housing, caring and educating) should be made by all the other countries through the UN (United Nations) and as it has done so far.

This funding that should be made through the UN, it should be done with tradeable vouchers, where these vouchers the immigrants will be able to exchange them with products and services at the local societies of the country or the countries which host them (this is already applied).

The country or the countries that host war refugees will must not receive extra funding from UN or from third countries, as all infrastructures and services which are offered to refugees are fully funding through the UN.

Since all these funds will be paid by the other countries, these countries will have an additional incentive to help stop the earliest possible war, so that the war refugees to return in their country.

Subsequently the war refugees and after the pass of the first settlement period in the host country/countries continue to stay in the host country/countries, the war refugees who want to emigrate to the Eurozone/EU will have to follow the criteria that I set above (see Case 1) for economic immigrants.

The difference will be that in this case and only, the learning and the examinations of these three criteria (see case 1) will must be done only by non-governmental organizations which will have to be certified for these procedures.

The only thing that may have to be changed is that the war refugees will not take three consecutive years to grab the highest score in the exams to be accepted by the Eurozone/EU member countries but less time from the one, time duration which will be defined by the Commission and depending on the cases.

The host country/countries at which will find first shelter the war refugees, since a certain period, will be able to give them social security number and given that they have first fully identified their personal details so that the war refugees can enter in the local labor markets.

Further measures that the UN will must adopt to better control migratory flows are:

A. All countries will must define a representative population ratio as a common indicator for all countries. This representative rate (index) will be unchanged as to the total population size of a country.

B. Since migratory flows are controlled in the above ways that we have defined so that we know with relative precision the immigration rate of a country relative to the commonly accepted and always stable immigration index, then the UN, when observes that a country’s proportion of the population to be migrated exceeds this representative immigration index then this country-as to its political, economic and exportation model-will have to be put into the microscope of the analysis.

In this case, it will must be clarified in detail, in this type of studies, why it becomes excessive migration i.e.

i) are political reasons due to authoritarian and dictatorial regimes,

ii) are economic reasons for not allowing a part of the population to survive,

iii) there is a war in this country,

iv) other reasons.

C) Let us assume that in the under-question country are being created immigration flows due to the establishment of an authoritarian regime that with the help of the country’s economic elite and army have fully control the productive income of the economy, powering the greater part of the population and forcing it to migrate.

In this case, all the other countries will must step up the pressure on the country’s regime so to adopt better reforms in terms of both the economy and labor market as well the respect for human rights. These pressures will must not be ala cart.

D) The development policies that must be implemented analogous the country or the continent (i.e. Africa) will not be mentioned here because it is another topic of study.
