Another individual from Donald Trump\u2019s circle\u2014following the “gift” from International Boxing Association (IBA) chief Umar Kremlev for the wedding of the former U.S. President\u2019s son, Donald Trump Jr.\u2014has emerged with ties to Russia and, in all likelihood, the Kremlin.<\/p>\n\n\n\n
The person in question is businessman Konstantin Sokolov, whom former U.S. President Donald Trump selected to head a $201 million investment fund\u2014active in the Caucasus and Central Asia and now known, according to its incorporation documents, as the Trans-Caspian Enterprise Fund. Sokolov holds significant stakes in the telecommunications and mining sectors in Armenia; previously, he served as a director at an investment firm focused on Russia, which touted its close ties to the Kremlin.<\/p>\n\n\n\n
The 51-year-old businessman, who was born in Russia, holds a substantial stake in Viva Armenia, the country\u2019s largest mobile telecommunications operator. Furthermore, earlier this year, he acquired the country\u2019s second-largest copper and molybdenum mine, having secured a special license from the U.S. government to complete the purchase. Sokolov\u2019s business activities create a conflict of interest, as his position enables him to manage state funds that could potentially benefit his own companies.<\/p>\n\n\n\n
US legislation governing these investment funds does not prohibit their heads from holding investments in the sectors in which they operate. However, the investment fund is required to fulfill obligations regarding the submission of annual reports and the conduct of independent audits, as well as to comply with applicable regulations on grants\u2014including requirements concerning conflicts of interest.<\/p>\n\n\n\n
A representative for Sokolov\u2019s private investment firm, IJS Investments, stated that the fund is prohibited from investing in any of his businesses and that he has complied with \u201call due diligence and security requirements.\u201d<\/p>\n\n\n\n
According to data from the Federal Election Commission, he has also donated approximately $13 million to Republican political organizations.<\/p>\n\n\n\n
Strong Presence in Armenia<\/strong><\/p>\n\n\n\n The Trans-Caspian Enterprise Fund is part of a broader American effort to develop trade corridors and investments in the South Caucasus and Central Asia. The initiative aims, among other things, to reduce the region’s dependence on Russian and Chinese infrastructure.<\/p>\n\n\n\n The fund\u2019s board of directors, led by Sokolov, has the authority to provide grants and loans, as well as to make investments in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. On its website, the fund states that its key investment priorities include critical minerals, energy, and railway infrastructure.<\/p>\n\n\n\n In recent years, Sokolov has rapidly expanded his business presence in Armenia.<\/p>\n\n\n\n In January 2024, he and his Chinese business partner, Ze Zhang, acquired control of Viva Armenia from MTS\u2014Russia\u2019s largest mobile network operator\u2014according to company announcements and Armenian corporate documents. More recently, Sokolov\u2019s Texas-based company, Dynamic Frontier Holdings, announced that on June 1st it received a legal license from the U.S. Department of the Treasury\u2019s Office of Foreign Assets Control (OFAC) to purchase the Teghut mine in Armenia. The mine was owned by a Russian state-owned bank, VTB, which is subject to sanctions.<\/p>\n\n\n\n OFAC licenses permit transactions that would otherwise be prohibited under U.S. sanctions. The process for obtaining them typically takes several months or even years. A representative for the mine stated that the licenses and approvals for the transaction were secured through OFAC\u2019s \u201cstandard, independent regulatory process.\u201d<\/p>\n\n\n\n His Past in Russia<\/strong><\/p>\n\n\n\n In the biography on his personal website, Sokolov writes about his humble childhood in St. Petersburg and his aversion to the Soviet government\u2014which, he notes, had sent his grandmother to a gulag. He emigrated to the United States at the age of 21, a few years after the collapse of the Soviet Union.<\/p>\n\n\n\n However, his ties to Russia persisted long after he left the country.<\/p>\n\n\n\n In a 2015 promotional brochure for the now-defunct Gotthard Investment Fund\u2014a real estate investment vehicle based in Liechtenstein with a focus on Russia\u2014Sokolov was listed as a fund manager. The brochure highlighted that the fund possessed “strong and long-standing personal and professional relationships based on trust, built over 20 years with the governments of Moscow and St. Petersburg, as well as the federal government.”<\/p>\n\n\n\n Lawyers representing Sokolov, however, have stated that he “does not believe” the brochure is authentic, adding that the logo appearing on it does not seem to be the one used by the fund.
