Based on public information, the most consistent version concerns a strategic warning mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flight tracking data showed that a C-17A Globemaster III heavy transport aircraft transported Ratcliffe to Moscow via Riga and remained at Vnukovo Airport for a few hours. Several US media outlets, citing officials, reported that Ratcliffe traveled for meetings with his Russian counterparts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CIA and the White House have declined to comment publicly. Dmitry Peskov described the purpose to the Washington Post as \u201ccontacts between security services,\u201d and, according to the Kremlin, a meeting with Vladimir Putin was off the agenda. The interlocutors and the content of the agenda remain publicly unknown.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Why was the CIA chief chosen?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His status as an envoy narrows the range of possible explanations. The CIA director oversees intelligence gathering, covert operations, and relations with foreign agencies, and is part of the US president\u2019s national security team. Ratcliffe also maintains an open channel with the head of Russia\u2019s Foreign Intelligence Service, Sergei Naryshkin. The two men had agreed to regular contacts since March 2025, with the stated goal of managing risks and reducing tensions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such a channel is well suited to conveying a warning, exchanging assessments, and clarifying the limits of escalation. Ratcliffe could present selected evidence to make the American position convincing while at the same time keeping sensitive sources protected. The short stay, closed meetings, and limited briefings are befitting of a crisis management mission. A diplomatic aspect also remains open, as such contact could act as a preliminary investigation before political talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historical precedent supports the security channel version. In November 2021, then-CIA Director William Burns conveyed American concerns to Moscow and outlined the consequences of an invasion of Ukraine. The same method was used in the Burns-Naryshkin meeting in Ankara in November 2022, when nuclear escalation was at the forefront. The previous two shed light on the method, leaving the current agenda open.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>The American version of the warning strategy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian authorities have tested procedures for a possible new mobilization, including an exercise in Kaliningrad to house, feed, and equip a large number of recruits. The partial mobilization of 300,000 men in 2022 is the key precedent for assessing a new mobilization. The possible time window extended from autumn 2026 to 2029, while the ground scenario was assessed as low probability. The analysis covered a range of risks but remained far from predicting an imminent attack. The mobilization exercises indicate preparation for a possibility, while the Kremlin\u2019s decision to redeploy remains unknown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This intermediate phase offers room for deterrence. Ratcliffe\u2019s presence could make it clear to the Russian side that its movements are being monitored, outline possible American reactions and reduce the risk of miscalculation. For Ukraine, a new call-up of reserves could help Moscow replace some of the losses and prolong the war of attrition. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The real value of the new units will depend on training, equipment and leadership. Ukrainian resilience is linked in turn to the flow of a wide range of American weapons and ammunition and the availability of assets such as Ukrainian M1A1 Abrams with additional armor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there are two other versions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The first concerns the changing military relations between Russia and Iran, as the visit coincided with a new American campaign of economic pressure.<\/li>\n\n\n\n<li>The second concerns prisoner exchanges or releases, an active channel between the parties involved.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The two issues remain potential complementary chapters, with limited public indication of their gravity.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>The European reading between deterrence and diplomacy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until the morning of August 26, the European Union institutions had maintained a public silence about the visit. NATO, a separate organization that also includes non-EU states, had already examined on August 12 violations of Polish and Romanian airspace and incidents with unmanned aircraft, attributing to Russia an increasing tolerance for risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Russian drone in Romania and the incident with three Russian MiG-31s \u200b\u200bin Estonian airspace fit into the same picture. The EU also records sabotage, cyberattacks and operations against critical infrastructure as parts of Russian hybrid campaigns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, the Lithuanian LRT reported the personal assessment of the American journalist Michael Weiss that Ratcliffe may have gone to Moscow to warn about an escalation against Europe and NATO. This is the personal opinion of an analyst, outside of any institutional European assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A possible Russian test could take the form of an action with difficult attribution of responsibility or limited scope, aimed at political cohesion around Article 5 on collective defense. The discussion about the production of Patriot missiles in Ukraine shows how closely connected Ukrainian defense and the industrial mobilization of the allies are now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the version of the warning is accurate, the mission conveys two messages to European capitals. Washington appears willing to address the Kremlin directly about a threat to collective defense, while confirming the importance of American intelligence for the security of the eastern flank.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purchase of American HIMARS for Ukraine with German funding is a typical example of burden-sharing. The value of the American move will be judged by the information of the allies and by a joint response to the next incident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a European diplomatic reading. European diplomats saw a possible window for a new effort in the fall or winter. Photo by Ukrainian Air Force Command via Wikimedia Commons<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>The Ukrainian perspective and weighing the scenarios<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to information from the Liberal Globe from Kiev, the US informed the Ukrainian side of the arrival of a high-level delegation and requested a ceasefire in Moscow and St. Petersburg from August 24 to 26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A source with knowledge of the request said that Kiev initially knew about the delegation and was expecting information after the meetings. The Ukrainian government maintained public silence and expected information after the mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reports indicate a temporary security arrangement to protect the American delegation. A broader reading sees possible discussion of deep-sea strikes with ATACMS, SCALP and Storm Shadow or a resumption of talks. The only specific arrangement that has been reported in the press concerns the Ukrainian ceasefire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This asymmetry could reinforce Kiev\u2019s concern about US-Russian management of the war. The dependence extends to Ukrainian F-16AM and compatible JDAM weapons, the use of which requires constant technical and information support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New Russian call-ups of reservists, movements of recruitment infrastructure, incidents in the Baltics, changes in the rhythm of Ukrainian strikes, and a new meeting of political envoys will show which side prevailed. The aftermath will reveal whether the visit was primarily a security warning or a prelude to political negotiations.
