More and more states, including those not subject to sanctions, recognize the harmful nature of coercive measures, including \u201csecondary\u201d, to the detriment of their citizens and companies.<\/p>\n\n\n\n<p>The unilateral hegemonic behavior of the US within the framework of the liberal World Order, will come to an end as the global majority is expected to take an active role in shaping what is called international legitimacy &#8211; It will no longer be what benefits the US, but will be subject to the rules of a multi-political order.<\/p>\n\n\n\n<p>The need for the development of an international, legally binding instrument aimed at jointly addressing unilateral restrictions has now matured.<\/p>\n\n\n\n<p>Russia\u2019s eleven-year experience in effectively countering Western unilateral coercive measures (UCMs) \u2013 unprecedented in scale and scope \u2013 has attracted keen interest from friendly states, including those already subject to such restrictions.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"640\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-44.png\" alt=\"\" class=\"wp-image-27146\" srcset=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-44.png 960w, https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-44-300x200.png 300w, https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-44-768x512.png 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/figure>\n<\/div>\n\n\n<p><\/p>\n\n\n\n<p><strong>The Russian economy\u2019s successful resistance<\/strong><\/p>\n\n\n\n<p>The negative impact of Western sanctions on Russia has been mitigated by ensuring fiscal stability, pursuing a responsible monetary policy, maintaining low public debt, and painstakingly building a resilient financial infrastructure.<\/p>\n\n\n\n<p>This infrastructure now guarantees the unhindered flow of payments, both domestically and internationally. In response to the \u201csanctions tsunami\u201d of 2022, the Government of the Russian Federation and the Bank of Russia took the necessary measures to stabilize the liabilities of the banking system, strengthen the balance of payments and the ruble exchange rate, and ensure the effective functioning of financial institutions. Restrictions on capital movements were imposed, reducing pressures on the balance of payments. The stabilization of financial markets has created the foundation for the structural restructuring of the economy.<\/p>\n\n\n\n<p><strong>Interstate cooperation against sanctions<\/strong><\/p>\n\n\n\n<p>At the interstate level, Russia is steadily developing a regulatory framework for lifting sanctions and receiving compensation with its foreign partners in order to,<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, to legally enshrine a list of joint actions to counter unilateral sanctions.<\/li>\n\n\n\n<li>Second, to pave the way for the development and adoption of an international, legally binding instrument for jointly combating UCM<\/li>\n<\/ul>\n\n\n\n<p>One of the first bilateral legal texts in this area was the Declaration of the Russian Federation and the Islamic Republic of Iran on Ways and Means of Counteracting, Mitigating and Redressing the Negative Consequences of Unilateral Coercive Measures, signed in Moscow on December 5, 2023. As Russian Foreign Minister Sergey Lavrov noted, \u201cthis is important for mobilizing the efforts of the international community to overcome the illegal sanctions with which the US and its allies have replaced diplomacy.\u201d<\/p>\n\n\n\n<p>Among the key principles of the document is that the adoption of UCM by any state is illegal, contrary to the United Nations Charter and international law, and entails international responsibility.<\/p>\n\n\n\n<p><strong>Unilateral measures will not be recognized &#8211; Legal claims in international fora<\/strong><\/p>\n\n\n\n<p>Unilateral coercive measures, including those of an extraterritorial nature by a third state, group or association of states in violation of the UN Charter and international law, should not be recognized or accepted.<\/p>\n\n\n\n<p>In the event of economic or financial damage from the imposition of UCM, the state that through its actions or the extraterritorial application of its national laws caused such losses to the affected state, its citizens or legal entities, bears primary responsibility for compensation and reparation.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1009\" height=\"246\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-46.png\" alt=\"\" class=\"wp-image-27148\" srcset=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-46.png 1009w, https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-46-300x73.png 300w, https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2025\/12\/image-46-768x187.png 768w\" sizes=\"auto, (max-width: 1009px) 100vw, 1009px\" \/><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Reducing the dependence of international trade on the dollar<\/strong><\/p>\n\n\n\n<p>The Declaration emphasizes that states should develop a \u201croadmap\u201d for reducing the dependence of international trade on specific national currencies, which can be used as a tool for imposing UCM or for maintaining the monetary hegemony of a particular state in the global economy.<\/p>\n\n\n\n<p>Characteristic of the implementation of the Russian-Iranian agreements was the assessment of Russian President Vladimir Putin on January 17, 2025, after talks with Iranian President Mahmoud Pezeshkian, that by 2024 the share of transactions in rubles and rials had exceeded 95% of the total volume of bilateral trade. \u201cIt is important that our countries have almost completed the transition to the use of national currencies in mutual settlements.<\/p>\n\n\n\n<p>Efforts are being made to create stable lending and banking channels and to harmonize national payment systems,\u201d Vladimir Putin said.<\/p>\n\n\n\n<p><strong>Expanding the international framework<\/strong><\/p>\n\n\n\n<p>Beyond Iran, anti-sanctions declarations were signed with Belarus, Zimbabwe, Cuba and Nicaragua. Of particular importance is the Memorandum of Understanding between the Russian Federation and the Bolivarian Republic of Venezuela on Cooperation in Countering Unilateral Coercive Measures, signed on June 25, 2024. Its implementation will take place within the framework of a special joint working group.<\/p>\n\n\n\n<p>The memorandum provides for the development of an international, legally binding instrument to jointly address UCMs. Key areas include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>promoting and disseminating information on UCMs through publications, materials and newsletters, as well as organizing forums, seminars, conferences and joint presentations at national and international levels\u2022<\/li>\n\n\n\n<li>exchanging experiences and best practices, developing common mitigation strategies and formulating coordinated positions in international fora\u2022<\/li>\n\n\n\n<li>encouraging the participation of experts in conferences, forums, seminars and training activities to study in depth the negative impacts of UCMs and the challenges they pose.<\/li>\n<\/ul>\n\n\n\n<p>Regarding cooperation with North Korea, Article 16 of the Comprehensive Strategic Partnership Treaty, which entered into force on December 4, 2024, is noteworthy.
