As the documents state:
Before the 2016 election, intelligence agencies agreed that Russia had neither the intent nor the ability to alter the outcome of the U.S. election through cyberattacks.<\/p>\n\n\n

The next day, December 9, James Comey (FBI), John Brennan (CIA), and James Clapper (DNI) met at the White House with Obama.
