At a time when the economies of the member states are in stagnation, the European Parliament is urgently calling for the creation of new, permanent mechanisms for financing the EU budget in order for the Union to meet its increased financial obligations and cope with the new economic environment shaped by President Trump’s tariff policy.<\/p>\n\n\n\n

In order to finance the war hysteria and dangerous follies such as the “green transition” but also to repay the huge debt from the common borrowing that has been formed since the pandemic era to finance the famous Recovery Fund, the countries of Europe will lose their economic sovereignty in terms of control of public revenues as it is proposed by the European Parliament that the European Union collect a series of taxes directly from the member countries.<\/p>\n\n\n\n

This is a measure under which finance ministries and national governments lose control of their budgets as these resources will be under the full control of the uncontrolled bureaucracy of Brussels.<\/p>\n\n\n\n

Of course, these resources will not be directed either to the once famous convergence policies or to social cohesion and the reconstruction of the collapsing welfare state \u2013 they will be directed to the European North and to large industries such as the German Rheinmetall that will play a leading role in the reconstruction of the European defense sector.<\/p>\n\n\n

During the recent plenary session in Strasbourg in early June, MEPs adopted a resolution setting out their main priorities for the next long-term budget after 2027.<\/p>\n\n\n\n

The focus of the debate was, as expected, the need for new sources of revenue, beyond the traditional contributions of member states based on Gross National Income (GNI) and VAT.<\/p>\n\n\n\n

The only way is to expand revenues \u2013 Empty coffers<\/strong><\/p>\n\n\n\n

The President of the European Parliament, Roberta Metsola, described fiscal discipline as a \u201cduty to future generations\u201d in order to justify the grabbing of resources, emphasizing that the repayment of the common European debt requires new, stable revenues and giving the signal that the European Union\u2019s treasury is now empty as the German locomotive has\u2026 hit the brakes and France is now in a permanent political and fiscal crisis.<\/p>\n\n\n\n

\u201cWe have been committed for years to the introduction of new resources. Now is the time to move forward and keep this promise,\u201d Metsola said.<\/p>\n\n\n\n

Current sources of revenue and their limits<\/strong><\/p>\n\n\n\n

It should be noted that the EU budget is currently financed by:<\/p>\n\n\n\n

    \n
  • Customs duties (traditional own resources),<\/li>\n\n\n\n
  • VAT rate,<\/li>\n\n\n\n
  • GNI-based contributions (the main source),<\/li>\n\n\n\n
  • Special levy on non-recycled plastic waste (introduced in 2021),<\/li>\n\n\n\n
  • As well as fines, interest, and contributions from third countries.<\/li>\n<\/ul>\n\n\n\n

    However, existing resources are considered insufficient, especially in the face of increased needs for common defence with the ReArm Europe programme which aims to mobilise \u20ac800 billion, the green and digital transitions and support for competitiveness.<\/p>\n\n\n\n

    What is proposed?: new own resources with a European footprint<\/strong><\/p>\n\n\n\n

    The Parliament calls for sources of revenue directly linked to EU policies and priorities. The proposals include:<\/p>\n\n\n\n

      \n
    • Emissions Trading System (ETS) revenues \u2013 30% of auction revenues.<\/li>\n\n\n\n
    • Carbon Border Adjustment Mechanism (CBAM) revenues \u2013 up to 75% of the corresponding revenues.<\/li>\n\n\n\n
    • Taxation of digital services and financial transactions.<\/li>\n\n\n\n
    • Corporate profits tax, initially through statistical assessment.<\/li>\n\n\n\n
    • New ideas, such as a cryptocurrency tax, are also being discussed.<\/li>\n<\/ul>\n\n\n\n

      The European Commission has proposed integrating some of these sources into the budget, but unanimity in the Council is required \u2013 something that has not been achieved so far.<\/p>\n\n\n\n

      It should be noted that the measure does not only concern net contributors to the EU budget \u2013 such as Germany, France or the Netherlands \u2013 but also those who are recipients of European funds, such as Greece.<\/p>\n\n\n

      At stake: the future of the Union or saving the Brussels bureaucracy<\/strong><\/p>\n\n\n\n

      Without new resources, debt repayment risks leading to cuts to crucial EU programmes or increases in national contributions \u2013 which would exacerbate inequalities and political tension between member states, MEPs warn.<\/p>\n\n\n\n

      At the same time, rising borrowing costs due to higher interest rates are putting even more pressure on the European budget.<\/p>\n\n\n\n

      The consensus that was built around uncontrolled European funds has broken down and the system needs new refinancing to create a \u201clifeline\u201d for the European bureaucracy.<\/p>\n\n\n\n

      The new resources, MEPs stress, will not only ensure fiscal stability, but will also strengthen the EU’s autonomy, limiting dependence on national governments and strengthening the financing of common European objectives.<\/p>\n\n\n\n

      In essence, this is a first essential step towards the further relativization of national sovereignty, as after the loss of control over monetary policy due to the common currency, the euro, control over public revenues will also be lost by the nation states, leading to the federalization of the EU.<\/p>\n","protected":false},"excerpt":{"rendered":"
