His announcement paved the way for a difficult 2020 residue that will include mass layoffs, wage cuts and the abolition of benefits, which in turn are likely to trigger new rounds of social tensions and controversy.

The question is whether and to what extent French President Emmanuel Macron will be able to change this unfavorable economic-political scenario to be re-elected in the 2022 French Presidential elections.

By T.C.

©The law of intellectual property is prohibited in any way unlawful use/appropriation of this article, with heavy civil and criminal penalties for the infringer.

Emmanuel Macron at the Phare de Biarritz in Biarritz, France (2019)
Photo by Official White House Photo by Andrea Hanks,
The White House from Washington, DC, licensed Public Domain

The popularity of the President of France

While the French President had managed to rally the majority of the French people around his face and the state apparatus at the beginning of the pandemic, his popularity is currently lower than that of US President Donald Trump and of UK Prime Minister Boris Johnson.

The recent announcement by the French Minister of Finance fueled popular discontent on the face of the French President. As the effects of austerity policies continue to be felt, they are also fueling social inequalities and explosive social tensions.

From the day he took office, Emmanuel Macron tried to implement policies that would cause changes in the labour market, in public services and businesses, respectively, in choosing to subsidize work and not unemployment, etc.

He came into conflict with the powerful labour unions that control them by the Left political wing to eliminate the chronic pathogens of the French economy characterized by high unemployment, excessive debt and lack of competitiveness.

The forced political mutation of Emmanuel Macron

The pandemic forced Emmanuel Macron to adopt state-aid intervention policies, now appearing to be a Leftist rather than a Liberal politician. More specifically, the French State pays 85% of the salaries of at least twelve million workers who have been forced to enter a compulsory leave regime.

And the pension reform has been suspended (for more information on which is the most appropriate pension system to implement in France, please read the analysis entitled “The proper Reforms for a Robust Social Security-Pension System in France”.

Of course, these political positions of the President of France cost him dearly in political terms and since the political formation of LREM lost seven of its lawmakers to form the center-right Agir party, feeling betrayed by the new political positions of the President of France, while others seven of his lawmakers withdrew from the LREM to form the center-left Ecology-Democracy-Solidarity party.

As a result, the LREM lost its parliamentary majority, holding the French President hostage to the center-right MoDem party.

It seems like the recent political history of the French presidency is being repeated for Emmanuel Macron, where, like his predecessor François Hollande, he suffered long-term damage from his own parliamentary guerrillas, eventually losing the 2017 election.

What should Emmanuel Macron do and not do to win the election?

We believe that a further shift towards advanced social reforms that belong today to the sphere of politicians of the Left, will irreparably harm Emmanuel Macron and always in political terms and given that in such a case it would cause the autonomy of other MPs.

French President Emmanuel Macron should continue to implement his initially announced reform program in both the labour market and retirement.

The Kurzarbeit working system that gives full flexibility in working hours as well as work from home should be fully established in France for both the public sector and private sector in order to drastically reduce unemployment and public spending in the annual state budget. French companies will gain as much flexibility as possible to increase their number of jobs.

The current wage subsidy policy for employees with compulsory leave should be completely abolished and used to increase unemployment benefits and extend the time which unemployed are legitimate to receive this unemployment benefit, especially for young unemployed people.

This now increased unemployment benefit should be used to finance the consumption of non-permanent goods of the unemployed such as food, rent, bills and repayment of loans.

At the same time, in the political arena, he will be able to unite all the center-right political wing in France with these policies, with a high probability of extracting a piece from the electoral base of the center-left wing, and given that today’s reforms have two more years to flourish in French society and until the French elections of 2022.

Eight days ago, French Finance Minister Bruno Le Maire announced that the French economy was expected to shrink by 11% by the end of…

[818,390
1706,472,1705,1704
post-2397","post","type-post","status-publish","format-standard","hentry","category-europe","category-politics","tag-bruno-le-maire","tag-emmanuel-macron","tag-french-presidential-elections-2022","tag-lrem
["GET
