{"id":23365,"date":"2025-03-20T21:39:46","date_gmt":"2025-03-20T19:39:46","guid":{"rendered":"https:\/\/www.liberalglobe.com\/?p=23365"},"modified":"2025-03-20T21:39:46","modified_gmt":"2025-03-20T19:39:46","slug":"the-dragons-doctrine-china-is-preparing-for-the-inevitable-conflict-with-the-us-how-will-it-conquer-the-world","status":"publish","type":"post","link":"https:\/\/www.liberalglobe.com\/?p=23365","title":{"rendered":"The Dragon&#8217;s Doctrine &#8211; China is preparing for the inevitable conflict with the US &#8211; How will it conquer the world?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The two Summits of the Chinese People\u2019s Political Consultative Conference, held last week in the Great Hall of the People in Beijing, were a particularly serious event \u2013 \u200b\u200bnot only because they defined how Beijing will face the serious economic challenges ahead, but also because of the extraordinary presence of Foreign Minister Wang Yi, who powerfully impressed himself on the collective consciousness of the Global Majority, presenting China as the main source of stability in this extremely turbulent geopolitical juncture, proclaiming that it stands firmly \u201con the right side of history.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So let\u2019s start with Wang Yi\u2019s key points \u2013 which, in effect, set the tone for Beijing\u2019s diplomacy throughout 2025.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>On US-China relations, Beijing is ready to work with the Trump 2.0 administration on the basis of mutual respect.<\/li>\n\n\n\n<li>However, \u201cif the US continues to restrain China, we will respond decisively.\u201d<\/li>\n\n\n\n<li>It is \u201cabsolutely possible\u201d for the US and China to become partners. But \u201cNo country should imagine that it can suppress China and at the same time maintain good relations with it.\u201d<\/li>\n\n\n\n<li>The Global South is a \u201cdriving force for maintaining world peace, promoting global development and improving global governance.\u201d<\/li>\n\n\n\n<li>These developing countries, which account for over 40% of global GDP, \u201chold the key to the world\u2019s stability and improvement.\u201d<\/li>\n\n\n\n<li>Wang Yi stressed once again that China is a \u201cnatural member of the Global South.\u201d<\/li>\n\n\n\n<li>The Russia-China relationship is \u201cmature and resilient,\u201d and \u201cwill not be affected by any developments or third parties.\u201d<\/li>\n\n\n\n<li>Wang Yi described Beijing\u2019s stance as \u201cobjective and impartial\u201d \u2013 and, most importantly, did not call on Europe or Ukraine to participate in the upcoming US-Russia negotiations.<\/li>\n\n\n\n<li>His main message \u2013 which reflects Russia\u2019s analysis: \u201cSecurity is mutual and equal; one country\u2019s security cannot be built on the insecurity of others.\u201d<\/li>\n\n\n\n<li>Regarding Gaza, he pointed out that there can be no Chinese support for Trump\u2019s \u201cGaza Riviera Resort and Casino\u201d plan: \u201cGaza belongs to the Palestinian people.\u201d<\/li>\n\n\n\n<li>And \u201cchanging its regime by force will not bring peace, but new chaos.\u201d<\/li>\n\n\n\n<li>Beijing supports Egypt\u2019s peace plan. Once again, Wang Yi stressed that \u201cthe root of the vicious circle of the Palestinian-Israeli conflict lies in the fact that the two-state solution has only been half implemented.\u201d<\/li>\n\n\n\n<li>Wang Yi praised the EU-China \u201cability and wisdom\u201d to \u201cdeepen strategic dialogue and mutual trust.\u201d<\/li>\n\n\n\n<li>Beijing, at least in theory, believes that Europe could become a reliable partner.<\/li>\n\n\n\n<li>However, the EU and the European Commission (EC) in Brussels may have other \u2013 more confrontational \u2013 intentions.<\/li>\n\n\n\n<li>Wang Yi got straight to the point, referring to the manipulation of the Philippines by \u201cexternal forces\u201d: \u201cProvocations and violations will have the opposite effect, and those who act as pawns of others are doomed.\u201d<\/li>\n\n\n\n<li>He then stressed that the situation in the South China Sea remains \u201cstable\u201d because China and ASEAN want it to remain that way.<\/li>\n\n\n\n<li>Wang Yi stated categorically that \u201cTaiwan has never been a country (\u2026) It has not been in the past and will not be in the future.\u201d<\/li>\n\n\n\n<li>Furthermore, \u201cTaiwan\u2019s pursuit of independence is doomed to fail, and using Taiwan to contain China will be a futile effort. China will achieve reunification.\u201d<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Made in China 2025 at super speed<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s now focus on China\u2019s extremely complex internal equation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Premier Li Qiang has called on the entire nation to meet a series of \u201cvery demanding\u201d targets, including 5% growth by 2025 (last year it was 4.9%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Essentially, to revive the economy, Beijing will issue bonds worth 1.3 trillion yuan (about 182 billion US dollars).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deficit-to-GDP ratio has been set at around 4%. The official \u201copening up\u201d policy will extend to the internet, telecommunications, healthcare and education sectors \u2013 which means more opportunities for foreign investors and potential partnerships across the entire industrial supply chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All of these moving parts of the ambitious Made in China 2025 technology plan will be accelerated to the max: artificial intelligence, smart terminals, the Internet of Things, 5G, as well as a new mechanism for \u201cfuture industries\u201d that will support high-tech sectors such as biomaterials manufacturing, quantum technology, embedded intelligence and 6G.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Premier Li enthusiastically praised the role of regional growth drivers, such as the Greater Bay Area \u2013 the cutting-edge technology hub in Guangdong province that is linked to Hong Kong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As expected, he praised the \u201cone country, two systems\u201d model and the deeper economic integration of Hong Kong and Macau.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Undoubtedly, this is the best analysis, but also because it offers a clear Chinese assessment of the \u201cthree forces\u201d behind Trump 2.0:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Wall Street<\/li>\n\n\n\n<li>Heavy industrial capital (energy, steel, mining)<\/li>\n\n\n\n<li>Silicon Valley<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">CK Hutchison Holdings, founded in Hong Kong by notorious tycoon Li Ka-shing, was effectively forced to sell 80% of Hutchison Port Group, a subsidiary that owns 43 container ports in 23 countries, including 90% of the Balboa and Cristobal terminals at either end of the Panama Canal \u2013 due to tough geopolitical pressures.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>However, Hutchison will continue to control its ports in China, including Hong Kong.<\/li>\n\n\n\n<li>President Trump made a huge fuss about the deal, which was led by BlackRock.<\/li>\n\n\n\n<li>In Hong Kong, however, the approach was more pragmatic.<\/li>\n\n\n\n<li>Hutchison had no intention of engaging in a grueling legal battle in US courts \u2013 let alone facing potential sanctions. Thus, he preferred to proceed with a &#8220;strategic exit.&#8221;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Seeking shelter from the coming storms<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Premier Li said that consumption in China is now \u201cslow\u201d and, somewhat euphemistically, that there are \u201cpressures on job creation and income growth.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response, comes a promised \u201cdynamic boost\u201d to domestic demand, along with the creation of 12 million new jobs, with an emphasis on young university graduates and migrant workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, Beijing will increase its military budget by 7.2% in 2025, to about 1.78 trillion yuan ($245 billion) \u2013 a sum that remains small compared to the Pentagon\u2019s budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is particularly illuminating to see the proposals of the Two Summits \u2013 and Wang Yi\u2019s tone-setting \u2013 in relation to the analysis of a distinguished Asian thinker, such as the former Singaporean ambassador to the UN, Kishore Mahbubani.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mahbubani, as usual, invokes Sun Tzu, explaining how Chinese leaders have always preferred to win without engaging in military conflicts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What matters is the coordination of expansion \u2013 cognitive, educational, economic, industrial, technological, scientific, financial, diplomatic and military \u2013 in the light of deterrence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>China will not fall into the trap<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The basic principle is that Beijing will not be trapped in any provocative and arrogant move by a potential Trump 2.0. Once again, the issue is coordinated planning and expansion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A case in point: The Australian Strategic Policy Institute (ASPI) \u2013 a think tank funded in part by the Australian military and which holds strongly anti-Chinese and anti-Russian positions \u2013 has at least done something useful: it developed a Critical Technology Tracker that tracks 64 critical technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their latest report (August 2024) shows that between 2003 and 2007, the US was a leader in 60 of the 64 technologies, while China was a leader in just 3. But look at what happened between 2019 and 2023:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The US led in just 7 technologies<\/li>\n\n\n\n<li>China led in 57 \u2013 including semiconductors, gravity sensors, supercomputers, quantum technology and space launches.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All of this is inextricably linked to the successful planning and achieved goals of Made in China 2025 \u2013 a program based on two consecutive five-year plans since 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>China 2025: Strategic Investment and Global Partnerships<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025, China will focus on serious investment and extensive partnerships with the entire Global South. In an approach reminiscent of Sun Tzu adapted by Bruce Lee, Beijing will use a potential Trump 2.0 \u2013 along with its mix of confrontation, competition and occasional negotiations \u2013 as a springboard to expand its global influence even further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This may have been one of the unspoken meanings of the phrase Xi Jinping told Putin in Moscow two years ago: \u201cChanges we haven\u2019t seen in a century.\u201d Beijing will find shelter from the storm \u2013 any storm.
