The question of course is how long it will last. Because in France, which is a presidential democracy and not a presidential one, the government does not need a vote of confidence, but it is vulnerable to a motion of no confidence.

The previous government appointed by Emmanuel Macron, under Michel Barnier, collapsed precisely because a motion of no confidence was put forward, and it was voted in favor by the entire opposition. Now the hope is that this will not happen soon. And this is where the difficulties begin.

Emmanuel Macron is once again trying to prove that France’s only hope is in fact the political space he represents, what in France is called “Macronia”. That is, a version of the Center (or Far Center) in which political personnel from both the Socialist Party and the center-right are recycled.

This is also evident from the composition of this government, which includes, among others, Elisabeth Born, prime minister under Macron from his re-election until last January, who is taking over the education portfolio; Manuel Valls, once prime minister under François Hollande, who is now taking over the Overseas Territories; and Gérald Darmanin, who came from the center-right and later from Macron’s party, and has been interior minister for many years and is now taking over the justice portfolio.

The question is obviously whether he will be able to succeed where the Barnier government failed and collapsed.

And this, given the way the relationships in France are structured, means two things.

Either that he will continue to invest in the tolerance of the Far Right, which seems to prefer at this stage to be out of government but to expand its influence, while simultaneously blackmailing concessions on various points. With the possibility that Marine Le Pen will “pull the breeze” again at the first opportunity.

Or that for some reason he will be able to split the New Popular Front, that is, to have the support of the Socialists and the Ecologists, since apparently Mélenchon’s Insubordinate France is not going to support him.

All of this, of course, refers much more to recycling the current impasses than to a move towards perspective. In a government that will try to ensure primarily the tolerance of the Far Right and secondarily the support of the Left, without having given any guarantee that it will pursue a different policy.

Which in the worst case will lead to yet another government collapse, probably with the same mechanism of a motion of no confidence if it tries again to resort to article 49.3 of the Constitution, and in the best case to an endless attempt at management that in reality will simply “buy time” until the next motion of no confidence, while the Far Right will simply appear more and more strengthened.

And all this because Emmanuel Macron believes that for some reason, while he is in a minority, his own policies and his own ideology should continue to be imposed even though they have clearly been disapproved of, refusing to recognize that a government centered on the New Popular Front – which is the first force in Parliament – with the support of those parties that truly mean that they are “democratic forces” would provide a way out.

As a result, while he is supposed to be raising dykes against the Far Right, Emmanuel Macron is simply laying the carpet for it.

France now has a new government as François Bayrou announced the new cabinet.
