Trump has made ending the nearly three-year-old war a centerpiece of his foreign policy promises.

What are Kellogg’s proposals for ending the war in Ukraine?

In April of this year, Kellogg co-authored a strategy paper with former US administration official Fred Fleitz, in which he said the US should negotiate a ceasefire in Ukraine.

The paper blames the Biden administration for the ongoing war in Ukraine. Specifically, it blames the US decision to arm Ukraine and the failure of diplomacy with Russia. It also accuses Biden of promoting a proxy war with Russia through Ukraine. Of course, this is an open secret, but the US has never officially admitted it until now.

The plan was published by the non-profit think tank America First Policy Institute (AFPI), which was founded by former Trump officials in 2021. Kellogg’s plan calls for an “America First” approach to the war.

Kellogg’s article argues – in many ways echoing Trump’s will – that “a strong and decisive president who would have stood up to Russian President Putin and prevented Moscow’s full-scale invasion of Ukraine in February 2022.”

Kellogg’s plan advocates implementing an official US policy to end the war, seeking a “ceasefire and negotiated settlement.”

The key points of the Kellogg proposal:

The US will continue to arm Ukraine to defend itself against Russia. However, future US military assistance will be conditional on Ukraine’s participation in peace talks with Russia.

NATO leaders should offer to postpone Ukraine’s application for NATO membership.

Sanctions against Russia will be lifted or eased, provided it signs a peace agreement with Ukraine.

Imposing levies on Russian energy sales to be used for reconstruction in Ukraine is also being considered.

Reactions so far:

1. Kellogg’s job will be particularly difficult, especially since the Biden administration is even at the last minute trying to undermine the peace processes and escalate the war, with new attacks by the “god-machine” terrorist jihadists in Syria.

2. “Kellogg has to face the fact that there are two parties involved who have different views on how the war should end,” Keir Giles, a senior fellow at the London-based think tank Chatham House, told Al Jazeera.

“Russia will negotiate until it feels it is in a comfortable position. For Ukraine, a ceasefire could be disastrous,” Giles added.

Giles, author of a forthcoming book called “Who Will Defend Europe?”, explained that Western backers of Ukraine would inevitably see a ceasefire as the end of the crisis. “But, in the meantime, Russia will be preparing for its next move,” he said.

He added that Kellogg will also have to ensure that he has the cooperation of other officials in the incoming Trump administration. “The plans that people make when they are not in government do not necessarily translate into the plans they implement when they are in government,” he said.

Of course, the Kellogg plan directly contradicts Ukrainian President Zelenskyy’s “victory plan” for the war. Ukraine’s accession to NATO is a major issue for Zelenskyy. It will probably be the only way for him to feel personally secure in a post-war Ukraine…

That is why Giles states that: “the idea of suspending Ukraine’s accession to NATO is one of the ways the United States can exert influence in Ukraine, but it is a misguided effort.”

According to Giles and Chatham House, which expresses the interests that have brought Ukraine close to extinction and the planet to the brink of world war: “Ukraine’s accession to NATO is the only long-term solution to the region’s conundrum.”

Such mindsets, when they find political application, lead to absurd impasses.

Thus today, NATO members promise Ukraine that it is moving on an irreversible path towards membership, while at the same time they are cautiously, if not reluctantly, to formally incorporate Ukraine into the alliance while it is at war with the Russian Federation. Obviously, this would automatically mean that NATO would be at war with Moscow. And NATO members do not want this. These Western democracies are content to undermine Russia through a proxy war, spending huge sums of money, which are borrowed from the known centers anyway, and thus continue their business without any clear danger to their power. The only ones at risk are the misled Ukrainians who are waiting for the “saving accession”.

However, since the Russian Federation has proven to everyone that it is going to war for the prospect of accession, it is clear what it will do in the event of accession being implemented…

In conclusion, the carrot-stick game (or support-war) played by the “allies” has become outdated and we believe that the case of Ukraine will be the last performance that will bring down the curtain on a truly terrible play.

United States President-elect Donald Trump has chosen a retired three-star general, Keith Kellogg, as his special envoy for handling the Russia-Ukraine war.
