{"id":1823,"date":"2020-01-23T14:59:38","date_gmt":"2020-01-23T12:59:38","guid":{"rendered":"http:\/\/www.liberalglobe.com\/?p=1823"},"modified":"2020-01-23T14:59:39","modified_gmt":"2020-01-23T12:59:39","slug":"the-fragile-future-of-libya-at-the-berlin-international-conference","status":"publish","type":"post","link":"https:\/\/www.liberalglobe.com\/?p=1823","title":{"rendered":"The Fragile future of Libya at the Berlin International Conference"},"content":{"rendered":"\n<p>Nine years after the outbreak of the Arab Spring (2011) that initially overturned Muammar Gaddafi and the outbreak of the civil war in Libya, the situation in the long-suffering country of North Africa has reached such a point that the internationally recognized government of Tripoli led by Fayez al-Saraz, who controls a small area around the capital, Tripoli, is desperately seeking help not to be conquered by the opponent of Field Marshal Khalifa Haftar who controls most of Libya.<\/p>\n\n\n\n<p><a>by<\/a><strong> Thanos S. Chonthrogiannis<\/strong><\/p>\n\n\n\n<p style=\"font-size:12px\"><em>\u00a9<\/em><em>The law of intellectual\nproperty is prohibited in any way unlawful use\/appropriation of this article,\nwith heavy civil and criminal penalties for the infringer.<\/em><strong><em><\/em><\/strong><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2020\/01\/image-19.png\" alt=\"\" class=\"wp-image-1824\"\/><figcaption><strong>Orthographic Map of Libya<\/strong><br>Photo by L&#8217; American in (talk), Source: Own work,<br>licensed <a href=\"https:\/\/en.wikipedia.org\/wiki\/Public_domain\">Public Domain<\/a><\/figcaption><\/figure><\/div>\n\n\n\n<p>That is why Germany, Russia, Turkey, Britain, France, Italy, Egypt and the\nUnited States have been mobilized to find a solution to the nine-year Libyan\ncivil war through a standing and permanent ceasefire of fire.<\/p>\n\n\n\n<p>This international conference between the above participating countries and\nopponents of camps participating in the Libyan Civil War was held in Berlin (Germany-EU) on Sunday 19\nJanuary 2020.<\/p>\n\n\n\n<p><strong>Why take place now this international conference<\/strong><strong><\/strong><\/p>\n\n\n\n<p>The temporary ceasefire reached on Sunday 12 January 2020 is mainly due to\nthe fact that Russia (supporter of LNA-Field Marshal Khalifa Haftar) and Turkey\n(supporter of&nbsp; GNA-Prime Minister Fayez\nal-Saraz) took a joint decision not to risk the extensive cooperation between\nthem that began with the purchase of the anti-aircraft and antiballistic\nRussian weapon system&nbsp; S-400&nbsp; by Turkey,&nbsp;\nbecause they were found to support rival camps in Libya. <\/p>\n\n\n\n<p>But the ceasefire and proposed proposal truce by Russia and Turkey was not\naccepted by Field Marshal Khalifa Haftar. The problem for Turkey is that it\ninvested in this truce, so as not to risk its relations with Russia but to be\nable to exploit the underwater wealth arbitrarily defined by Fayez al-Saraz\nwith Turkey questioning internationally Sovereign rights of Greece.<\/p>\n\n\n\n<p><strong>The risk of dissolution<\/strong><strong><\/strong><\/p>\n\n\n\n<p>At a time when this conference was taking place, the EU appears to have\ndifferent positions among its members without being able to maintain a common\nline in its foreign policy. Germany, with its attitude, contributes to\nstrengthening the influence of Turkey and Russia, which, through their\ncontinuous actions, violate whenever international law and international\ntreaties so desire.<\/p>\n\n\n\n<p>In this case, both Russia and Turkey because of their leading role in the\nLibyan civil war and the violation of the arms embargo imposed by the UN,\nshould be held as observers at the International Conference and not as\nregulators.<\/p>\n\n\n\n<p>Even though the EU through the European Council condemned both the\nagreement between Tripoli and Ankara and that Russia and Turkey have\ncontributed to this civil war, Germany is encouraging Russian and Turkey\u2019s\n&#8220;peacekeeping actions&#8221;.<\/p>\n\n\n\n<p>Basically what is shown in the rest of the world by the Berlin\nInternational Conference is that troublemakers are entitled to a seat at the\ntable, while the EU does not know what each member is doing, ignoring that its\nmain role is the EU to protect the interests of its Union and its members.<\/p>\n\n\n\n<p>The EU seems to have no strategic plan, coherence and determination,\ndespite the blows it receives (Brexit, US-EU trade war, Russian and Turkish\nthreats respectively, etc.).<\/p>\n\n\n\n<p><strong>The reasons that make regulators at the Libya International Conference\nRussia and Turkey<\/strong><\/p>\n\n\n\n<p>Russia today is a regulator of key issues and vital areas for the interests of the EU. This is mainly due to:<\/p>\n\n\n\n<p><strong>1.<\/strong> The erratic foreign policy of the Presidency Donald Trump to the EU and the rest of the Western world.<\/p>\n\n\n\n<p><strong>2.<\/strong> Donald Trump&#8217;s &#8220;admiration&#8221; for how the President of Vladimir Putin runs Russia.<\/p>\n\n\n\n<p><strong>3.<\/strong> The constant violation of international law according to the interests of the strong who trample it and since it has no consequences.<\/p>\n\n\n\n<p><strong>4.<\/strong> The EU&#8217;s \u2018non-existent&#8217; common foreign policy.<\/p>\n\n\n\n<p><strong>5.<\/strong> The common navigation of Russia and Turkey on the pressure they exert on the EU.<\/p>\n\n\n\n<p><strong>Why is Germany holding this erratic stance on the Libyan issue?<\/strong><strong><\/strong><\/p>\n\n\n\n<p>Germany has &#8220;open fronts&#8221; everywhere. Turkey is trying to keep\nEurope captive, in the same way that Russia is holding Europe hostage in\nenergy.
