{"id":1352,"date":"2019-10-17T14:03:53","date_gmt":"2019-10-17T11:03:53","guid":{"rendered":"http:\/\/www.liberalglobe.com\/?p=1352"},"modified":"2019-11-04T10:08:56","modified_gmt":"2019-11-04T08:08:56","slug":"measuring-the-cultural-footprint-of-the-cities-of-europe","status":"publish","type":"post","link":"https:\/\/www.liberalglobe.com\/?p=1352","title":{"rendered":"Measuring the Cultural Footprint of the Cities of Europe"},"content":{"rendered":"\n<p>The European Commission in its effort to provide a solid comparison and\ndocumentation tool so that European cities can exploit culture with aim to\nachieve economic growth, social cohesion and social well-being created the\nEuropean Cultural and Creative Cities Monitor (Index).<\/p>\n\n\n\n<p>In this way, European cities and local governments in general can understand and distribute their necessary resources better and depending on what they want to achieve in the effort to spotlight their cities. <\/p>\n\n\n\n<p>This indicator achieves a systematic recording of the data of cultural, creative and physical capital equally in a common and completely comparable way across the European continent.<\/p>\n\n\n\n<p>by<strong> Thanos S. Chonthrogiannis<\/strong><\/p>\n\n\n\n<p style=\"font-size:12px\"><em>It is prohibited by intellectual property law or in any way illegal use of this article, with heavy civil and criminal penalties for the offender.<\/em><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/10\/159px-ParisFrance.jpg\" alt=\"\" class=\"wp-image-1353\" width=\"296\" height=\"447\"\/><figcaption><strong>Eifel Tower, Paris-France<\/strong><br>https:\/\/en.wikipedia.org\/wiki\/Public_domain<\/figcaption><\/figure><\/div>\n\n\n\n<p><strong>The selection criteria to include a city in this Monitor<\/strong><\/p>\n\n\n\n<p>To include a city in this composite index-Monitor it must meet at least one of the following criteria:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>To have participated both in the past and in the present and until 2019 in\nthe institution of the Cultural Capital of Europe or to have participate in\nthis institution until 2023.<\/li><li>To be part of the UNESCO creative cities network.<\/li><li>To have regularly hosted at least two international cultural festivals\nuntil 2018.<\/li><\/ol>\n\n\n\n<p>In total, the European cities included in the above index-Monitor reach the\nnumber of 190. Essentially, this index (digital platform) was created to\nmeasure the cultural, social and economic life of Europe&#8217;s cities with the use\nof quantitative and qualitative data. Quantitative data are introduced in 29\nsub-indices corresponding to nine sub-categories which belong to three main\ncategories. More specifically:<\/p>\n\n\n\n<p><strong>The main categories of the Monitor (Index) and their respective nine sub-categories:<\/strong><\/p>\n\n\n\n<p><strong>1.<\/strong>  <i>Creative Economy<\/i>  <\/p>\n\n\n\n<p>      a. Creative &amp; Knowledge-based jobs <\/p>\n\n\n\n<p>      b. Intellectual Property &amp; Innovation<\/p>\n\n\n\n<p>      c. New Jobs in Creative Sectors<\/p>\n\n\n\n<p><strong>2.<\/strong> <em>Enabling Environment<\/em><\/p>\n\n\n\n<p>      a. Human Capital &amp; Education<\/p>\n\n\n\n<p>      b. Openness, Tolerance &amp; Trust<\/p>\n\n\n\n<p>      c. Local &amp; International Connections<\/p>\n\n\n\n<p>      d. Quality of Governance<\/p>\n\n\n\n<p><strong>3.<\/strong> <em>Cultural Vibrancy<\/em><\/p>\n\n\n\n<p>      a. Cultural Venues &amp; Facilities<\/p>\n\n\n\n<p>      b. Cultural Participation &amp; Attractiveness<\/p>\n\n\n\n<p>The category of <em>Cultural Vibrancy<\/em> measures the existence of cultural\ninfrastructures and participation in culture. It includes sights, museums,\ncinemas, theatres, concert venues etc. In addition, is included the demand that\nthese cultural infrastructures cause to the inhabitants of the city and the\nwhole of the European and global public equally (tourism, traffic etc.).<\/p>\n\n\n\n<p>The category of <em>Creative Economy<\/em> includes all areas of culture and\ncreation that contribute to the city&#8217;s economy and development through\nemployment, job creation and innovation. For example, all jobs are based on\nknowledge and creation such as publications, media, theatrical productions etc.<\/p>\n\n\n\n<p>The category of <em>Enabling Environment<\/em> includes human capital, education and material capital which makes it a city of attraction for creative talents for their participation in cultural events.<\/p>\n\n\n\n<p>City ratings are defined as a weighted average of the sub-marker scores of the Cultural Vibrancy (40%), Creative Economy (40%) and Enabling Environment (20%).<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/07\/Acropolis2-1024x576.jpg\" alt=\"\" class=\"wp-image-771\" srcset=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/07\/Acropolis2-1024x576.jpg 1024w, https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/07\/Acropolis2-300x169.jpg 300w, https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/07\/Acropolis2-768x432.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption><strong>Acropolis and Parthenon-Athens (Greece)<\/strong><\/figcaption><\/figure>\n\n\n\n<p><strong>The EU\u2019s objectives with the creation of this Monitor (Index)<\/strong><strong><\/strong><\/p>\n\n\n\n<p>By creating this indicator, the EU aims to make more and more efforts,\nthrough culture, education and innovation in order to shape cohesive societies.\nThe aim of the European Union is to create a very attractive framework where can\nbe achieved the sustainability of cultural heritage, the support for the artists\nand to the cultural professionals and of creation respectively.<\/p>\n\n\n\n<p>It has been observed over time and mainly through the institution of the\nEuropean Capital of Culture that cities interested in sustainable development\npay attention to the optimum utilization of local cultural resources and\npromote creative efforts.<\/p>\n\n\n\n<p>The digitization and the development of reliable cultural statistics,\nachieved by this indicator, is considered a key pillar of policy making at both\nlocal, member-country and pan-European level respectively.<\/p>\n\n\n\n<p><strong>What does the European Cultural and Creative Cities Monitor serve?<\/strong><strong><\/strong><\/p>\n\n\n\n<p>Its main usefulness is as a tool for recording the data of cultural and\ncreative capital and for measuring the value and cultural impact of cities in a\nsystematic way across Europe.
