In short, it was used to provoke and plan this massacre. But the interest is to know which side the software got.

In essence, it is an Israeli system for which Greece was used as an intermediary to deliver “somewhere” and to “someone” in Sudan, since the export license was given by the Greek government and indeed by the Ministry of Foreign Affairs of Nikos Dendias.

In the recommendations addressed by PEGA to Greece, it states that the Greek Government has admitted to granting export licenses to Intellexa for the sale of the Predator to authoritarian governments.

The head of PEGA, Sophie de Veld, makes an intervention to the Commission. Specifically, in her intervention at the Commission, she asks the executive vice-president of the European Commission, Valdis Dombrovskis, if, after two months of asking Greece and Cyprus about the export of Predator spyware to Sudan, he has received any clarification so far.

In the event that he had not received an answer, he asked what measures would be taken to ensure compliance with the dual-use regulation. Not much time has passed since the spying scandal broke in Greece, with the government of Kyriakos Mitsotakis tracking politicians and journalists with Predator.

At that time it was known that Greece had sold the software to other countries as well, these were Madagascar and one in East Africa and one more in Southeast Africa.

Article of the Israeli Haaretz “photographs” Sudan and even refers to flights made with a… Cessna. With a document from the Ministry of Foreign Affairs, it is proven that the Greek Prime Minister Kyriakos Mitsotakis himself had knowledge of the export of the Predator malware to Madagascar.

As of July 23, 2019, all correspondence from managerial addresses A, B, C, D and E of the Greek Ministry of Foreign Affairs was also forwarded to the office of the Greek Prime Minister. Therefore, the documents of the B6 Directorate of the Greek Ministry of Foreign Affairs that were related to the export of the Predator to Madagascar were in the knowledge of Kyriakos Mitsotakis.

A publication of the “New York Times” revealed that the Secretary of State for International Economic Relations and External Affairs, Yannis Smyrlis, authorized Intellexa to export the Predator to Madagascar on November 15, 2021. The confirmation to the American newspaper was made by the representative of the Ministry of Foreign Affairs, Alexandros Papaioannou, whom the Office of the Greek Prime Minister dismissed him from his position.

The Sudanese Civil War and the role of Predator spyware

The system as it is known is Israeli and therefore must have resulted in a pro-Israeli faction. Let’s take a look at who supports whom in this conflict.

The United States, Russia, Saudi Arabia, the United Arab Emirates and Egypt are the main players fighting for influence in Sudan, and their strategy boils down to supporting the strongest. Saudi Arabia and UAE initially supported the head of the regular army Al Burhan because he fought with their coalition in the Yemen war, but then Hamedi (the leader of the paramilitary group) sent more forces to their side and so they chose him.

In fact, last May Hemedi went to Riyadh and saw the crown prince, while on April 16, 2023 the Saudi Foreign Minister called both of them. Egypt supports both as well. Russia has relations with Hemedi as well as Wagner’s mercenaries, but the regular army also supports the construction of a Russian base in the Red Sea, something that the Western powers and the US do not want to see at all, so they are also talking with all the sides.

Israel’s role and in which Israeli faction did the predator end up

Here we must remember that until 2011 Sudan was an even bigger country. What happened then? South Sudan seceded and became independent. Now Sudan has a population of about 50,000,000 while South Sudan has a population of 11,000,000 and is considered very friendly to Israel and that was the reason for its creation.

Would the Israelis want further partition of Sudan? The region most at risk of detachment is Darfur, where the gold mines are located (please read also the analysis titled “How Sudan’s gold supports Russia in the war with Ukraine“). In Darfur the forces of Mohamed Hamdan Daglo (Khemedi), i.e. the Rapid Support Forces have strong strongholds.

Did the Sudanese government have access to the Predator? Theoretically yes, otherwise there would be no official export license. But the question is which part of the Sudanese government as Mohamed Hamdan Daglo was the vice president.

The Predator was used extensively by Hemedi and not only for military and political purposes as he is not a simple general. Mohammed Hamdan Daglo, or Hemedi, is considered a pro-Russian general in Sudan and commands the paramilitary RSF. He is also a political leader. Born 1974 or 1975 (age 47–48).

He belongs to the Rizeigat tribe of Darfur. He was the Vice President of the Transitional Military Council after the 2019 Sudanese coup. On August 21, 2019, the Transitional Military Council transferred power to the civilian-military Transitional Dominion Council, of which Hemedi is also a member.

Mohammed Hamdan Daglo, or Hemedi

According to Article 19 of the Draft Constitutional Declaration of August 2019, Hemedi and the other members of the Dominion Council could not stand as candidates in the 2022 general elections in Sudan.

In 2019 he was one of the richest people in Sudan through his company ‘Al-Junaid’ which had a wide range of business interests including investment, mining, transport, car rental, iron and steel.

As of early July 2019, Hemedi was considered the most powerful person in Sudan. Hemedi used the paramilitary RSF [Rapid Support Forces] to take over the gold mines and arrest rival leader Janaouid Musa Hilal in November 2017, making Hemedi the biggest gold trader in Sudan through his company ‘Al -Junaid”.

This has given it significant economic power in Sudan since the gold trade made up 40% of Sudanese exports in 2017.

The “Al-Junaid” company is run by Hamedi’s brother, Abdul Rahim Hamdan Daglo, the deputy head of the RSF, and two of his sons, Abdul and Rahim. Hemedi was on Al Junaid’s Board of Directors in 2009. As of 2019, Al Junaid had expanded to engage in “investments, mining, transportation, car rental, iron and steel”.

In April 2019 Hemedi was described by Alex de Waal as “one of the richest men in Sudan … at the center of a web of patronage, secret security deals and political payoffs”.

The Predator export license given by the Greek government is one of the factors that led to the civil conflict in Sudan, a conflict…

[835,3
4256,4254,4255,1016
post-13370","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-africa-geopolitical","category-geopolitical","tag-greek-government","tag-hementi","tag-predator","tag-sudan
["GET
