{"id":1242,"date":"2019-09-26T14:01:31","date_gmt":"2019-09-26T11:01:31","guid":{"rendered":"http:\/\/www.liberalglobe.com\/?p=1242"},"modified":"2019-09-26T14:01:33","modified_gmt":"2019-09-26T11:01:33","slug":"ceasefire-in-south-soudan-hope-now-in-peace","status":"publish","type":"post","link":"https:\/\/www.liberalglobe.com\/?p=1242","title":{"rendered":"Ceasefire in South Soudan, Hope now in Peace"},"content":{"rendered":"\n<p>The civil war that began in July 2016 between the forces led by the so-called Vice-President of the Government, Mr. Riek&nbsp; Machar , and the forces of the President of the then Government, Mr. Salva Kiir stopped for talks to be held between the two sides in the capital of South Sudan, Juba.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/09\/Location_South_Sudan_AU_Africa.svg_.png\" alt=\"\" class=\"wp-image-1243\" width=\"341\" height=\"317\"\/><figcaption><strong>Location of South Soudan&#8217;s<\/strong> <strong>within the Africa continent<\/strong><br>Photo by Author: Wikipedia Author Alvaro 1984, 18<br>Source: Modified from Location Sierra Leone AU Africa.svg licensed Public Domain https:\/\/en.wikipedia.org\/wiki\/Public_domain<\/figcaption><\/figure><\/div>\n\n\n\n<p>Given the start of the talks and the ceasefire of fire, humanitarian aid reaches most parts of the country, now drastically reducing the incidence of starvation and hunger in most of the population. The fact that during the civil war the humanitarian Aid did not reach the population was the main cause that more than two million people became refugees leaving the country.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>By <strong>Thanos S. Chonthrogiannis<\/strong><\/p>\n\n\n\n<p style=\"font-size:12px\"><em>It is prohibited by intellectual\nproperty law or in any way illegal use of this article, with heavy civil and\ncriminal penalties for the offender.<\/em><strong><em><\/em><\/strong><\/p>\n\n\n\n<p>But despite the opening of talks between the two sides and the truce in\nmost of the country, the civil war continues in the region of Equatoria, in the\nsouthern part of the country.<\/p>\n\n\n\n<p>The aim of the ceasefire of fire and the opening of the talks is to\ninitially form a transitional government by the end of November with Mr. Machar\ntaking back the post of Vice-President he held until July 2016.&nbsp; The pursuit of this transitional government\nis to lead the country to independent elections that will give the new\ngovernment in South Sudan. Both leaders are being nominated for this election.<\/p>\n\n\n\n<p><strong>The history of the Civil War<\/strong><strong><\/strong><\/p>\n\n\n\n<p>The Civil War in South Sudan began in December 2013 and two years after the\nofficial independence of Sudan (2011). The personal conflict between the two\nmen of Mr. Machar and Mr. Kiir, who are both war veterans with the Khartoum, it\nled to the biggest bloodiest war in Africa.<\/p>\n\n\n\n<p>The main cause of the outbreak of the Civil War is because in the same\nstate two main different tribes coexist between the clans fighting for the\ncontrol of executive power. The Nuer tribe led by Mr. Machar and the tribe of\nDinka whose eminent representative is the President of South Sudan, Mr. Kiir. <\/p>\n\n\n\n<p>The aim of both sides is which of the two tribes will manage to control and\nappend to it acting the national army of South Sudan. Since whoever controls\nthe army and by extension its weapons can at any time seize power by coup.<\/p>\n\n\n\n<p>Within this framework of approach on both sides there is an attempt to increase the armed members of each side that will join the ranks of the national army. For this reason, forcibly young boys are recruited into their armed forces. The girls are forcibly and recruited as sex slaves to serve the soldiers.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/09\/Juba_Sudan_aerial_view.jpg\" alt=\"\" class=\"wp-image-1244\"\/><figcaption><strong>Juba, capital of South Soudan<\/strong><br>Photo by Author: Aguek, Source: USAID, licensed Public Domain, https:\/\/en.wikipedia.org\/wiki\/Public_domain<\/figcaption><\/figure><\/div>\n\n\n\n<p>The increased size of the national army including the armed forces of both\nsides of the civil war will skyrocket the country&#8217;s public spending. If on the\nother hand the two leaders agree to limit the number of soldiers to be included\nin the national army they will face, sooner or later, with their own comrades\nwho will ask for steady income and allowances to live in exchange for the armed\nservices offered to the two leaders.<\/p>\n\n\n\n<p>The incorporation of more and more soldiers into the army and\/or the police\nhas the concept of securing a fixed income-salary in exchange for the support\nof each leader.<\/p>\n\n\n\n<p><strong>The bad state of the economy will necessarily lead to developments in the\ntalks<\/strong><strong><\/strong><\/p>\n\n\n\n<p>But here the very bad economic situation in which the South Sudan economy is located is entering the equation. As the main and unique product exported by South Sudan is oil, it does not leave much room for complacency since its revenues have been used by both sides to finance the Civil War and for staff enrichment. In fact, it is stated that both sides have borrowed capital against the future revenues from oil.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.liberalglobe.com\/wp-content\/uploads\/2019\/09\/Sudan_Map_Oelgas.png\" alt=\"\" class=\"wp-image-1245\" width=\"474\" height=\"708\"\/><figcaption><strong>Soudan Map Oelgas,<\/strong><br>Photo by Author: Michael-Till-Lambrecht, Source: German Wikipedia, licensed Public Domain, https:\/\/en.wikipedia.org\/wiki\/Public_domain<\/figcaption><\/figure><\/div>\n\n\n\n<p>The South Sudanese economy is in a tragic situation as annual inflation is\nat 51.90% and GDP per&nbsp; capita&nbsp; annually (2018) is at $690&nbsp; (Source: <a href=\"http:\/\/www.tradingeconomics.com\">www.tradingeconomics.com<\/a>). The two leaders should\nspeak candidly to the people and announce a cut in defense spending from\n$36million per year (2018) at the level of $15million per year for four\nconsecutive years.<\/p>\n\n\n\n<p><strong>The economic solution<\/strong><\/p>\n\n\n\n<p>The annual savings from defense expenditures of approximately $21 million\nshould then be redirected towards the granting of small capital to unemployed\ncitizens to open their own small business either in the service sector or in\nthe agricultural and\/or livestock sector. With this given capital will be possible\nto conduct the necessary market research, to pay the initial rents, purchase of\nproducts for sale or the necessary tools to be used, etc.<\/p>\n\n\n\n<p>At the same time, the UN, in addition to the humanitarian aid that should\ncontinue, could develop a program similar to the programs implemented by\nInternational Organization for Migration (IOM) as to the return of illegal\nimmigrants to work back home-country with aim to help them to open their own\nbusiness by providing a small capital.<\/p>\n\n\n\n<p>In this case, South Sudan will slowly and steadily start to stand on its\nown feet, while also repaying its public debt, giving its citizens the\nopportunity to create and feed their families.
