The US military, recognizing that it will need to operate not only on land, but also in air, sea, space and cyberspace, is changing doctrine after 40 years. The 280-page manual for the \u201cmulti-spatial\u201d combat environment, titled \u201cField Manual 3-0\u201d (https:\/\/www.army.mil\/article\/260945\/u_s_army_training_and_doctrine_command_announces_release_of_new_army_capstone_operations_manual<\/a>), is being released these days. <\/p>\n\n\n\n

“There is no time in recent history so potentially dangerous,” writes Army Chief of Staff General James McConville in the manual’s foreword. “Russia is waging an unprovoked war in Ukraine. China, with an economy nearly the size of ours, is building a world-class military to challenge us and threatens its neighbors, including Taiwan,\u201d he said.<\/p>\n\n\n

And he adds, “we can’t help but see the threats from North Korea, Iran and extremists.” The new manual “demonstrates the first principles of speed, long strike, and convergence of cutting-edge technologies needed to achieve future decision dominance and convergence of operations against our adversaries,” it says.<\/p>\n\n\n\n

The general also notes that while military forces have used space and cyber capabilities for more than two decades, they have never used them in combat against capable adversaries. Likewise, “air and sea capabilities are successful in land operations, but it has been decades since close cooperation between land and naval forces has been effectively challenged by a threat.”<\/p>\n\n\n\n

This manual focused on close coordination between ground and air forces and was derived from lessons learned from the 1973 Arab-Israeli War. It provided a basis for how the army could fight and win against the Soviet Union. The new manual reflects the new multi-centric battle data.<\/p>\n\n\n\n

The doctrine provides for the existence of five centers of command around the world, from the European to the Indo-Pacific. The new doctrine defines three phases of escalation of multi-sector operations: Competition, crisis and armed conflict. It meets the challenge of peer competitors using multi-layered capabilities.<\/p>\n\n\n\n

China and Russia are able to “win without a fight” when they can control the situation on the ground, so the US Army must challenge this approach during both the competition and crisis phases. The military must assume that its movements are always visible to the enemy, and for the first time there is capital for its operations in primarily maritime environments, said Richard Creed, director of the US Army’s Combined Arms Doctrine Directorate.<\/p>\n\n\n\n

\u201cWhen you think about the importance of INDOPACOM (Indo-Pacific Command) and the dynamics based on the geography of such a theater, you understand that land forces, the military in particular, have a huge contribution to make in any campaign in this kind of environment. We are at an inflection point,\u201d he said.<\/p>\n\n\n\n

The military does not yet have much of the modernized equipment intended to enable multi-domain operations, but McConville said they must move forward with the new doctrine. “We are at a turning point while giving the agency an opportunity to observe and learn from Russia’s invasion of Ukraine, without prejudice,” the US general said.<\/p>\n","protected":false},"excerpt":{"rendered":"
